修复Task #1741: 闲聊消息误触发KB搜索

- 新增闲聊消息检测：无疑问词+无查询动词+无话题词 → 跳过
- 过滤"正常打88折"等纯聊天内容
- 避免将无查询意图的陈述句误判为KB查询
